William (Bill) Baird, Principal at Tejas Engineering Management, LLC, has over 28 years of professional engineering and project management experience in the planning, design, construction, and delivery of land development projects throughout the greater Houston area. He has managed civil engineering and related projects for public and private clients including feasibility and conceptual studies, master plans, preliminary and final engineering design, preparation of bid packages, bid processes and award of contracts, construction phase services, and operation startup. Bill is experienced with rules, regulations, permitting requirements of Texas Commission of Environmental Quality, USEPA, US Army Corps of Engineers, FEMA and other regulatory bodies. He has extensive experience with municipal utility districts and other special purpose districts and the rules that govern their operation.
